Today, finally, the United States Ambassador to the FSM Dorothea-Maria (Doria) Rosen, released a short statement in response to the Chuuk State Attorney General Sabino Asor and members of the Chuuk Political Status Commission who have been claiming on the Micronesia Forum and in other public hearings that the US Government has held discussions with the CPSC members about a Chuuk Compact with the US.
I am the United States Ambassador to the Federated States of Micronesia, and as President Obama’s personal representative, I am responsible for the relations between the US and the FSM through its national government. If anyone claims that they are having discussions regarding Chuuk’s separation from the FSM with the United States government, it is without my knowledge or sanction. There have been no discussions between the Chuuk Political Status Commission and U.S. government officials. – USAmbRosen

I was having an “unofficial conversation with an official of the US Embassy…” which if you people stop to try to understand what it means, it means an unofficial view between me (a chuuk status commissioner and the US Embassy official).
I am very disappointed that a lot of you who have been acting educated and intelligent on this Chuuk Secession Movement issue simply failed to be able to understand the precise language used in diplomatic engagements. Please reread those statements and SEE FOR YOURSELF THERE IS NO CONTRADICTION BETWEEN THEM TO MAKE ONE A LIE COMPARED WITH THE OTHER!
You people need to figure out if there was in fact a lie, or it was just your own disability to understand the diplomatic languages used.
(During our Commission hearing at the COM Palikir last Friday, January 30, the gentleman from the US Embassy did show up to emphasize that I misunderstood and misrepresented his statements during our unofficial conversation at my office. That we did not talk about Chuuk Secession. After the meeting, I shook hands with him and asked him, “What is the confusion here? He said when we were having our unofficial conversation, he said “I was doing the talking and he was disagreeing.)
I am going posting below another reference to this US Embassy gentleman from the Senate President’s about the gentleman’s meeting with the Legislature lawyer. YOu will feel from the Senate President’s communication that the Embassy gentlemen did also have another “encouraging” conversation with the Legislature lawyer on the same Chuuk Secession issue. So please understand I am not just making up stories. I just made the mistake of publishing the contents of our unofficial conversation.

My LC has informed me about the visit to Chuuk of one Mr. Mike Cook from the US embassy in Pohnpei and their interesting conversation about the plebiscite. The embassy is observing the movement with keen interest but would not involve in the internal affairs. It appears that there is a flicker of light at the end of the tunnel as far as the US is concerned. Nevertheless, we must engage even our own employees into our strategy to campaign for the cause. Because of my undiplomatic revelation of the UNOFFICIAL CONVERSATION with a US Embassy, the US Ambassador had to come out and specify that the US HAS NOT HAD OFFICIAL DISCUSSION OR NEGOTIATION WITH THE CHUUK STATUS COMMISSION. WHICH WAS THE OFFICIAL TRUTH.

lwe Crystal, yes, the CFCC was established as a check on Chuuk State’s handling of Compact funds because of Chuuk’s unsatisfactory financial management record during our First Compact of Free Association. But please remember that the mishandling of First Compact funds were not only on the Chuuk State level; it also involved the FSM national government (where officials were actually convicted of misusing funds); also involved our Chuuk municipal governments; our Chuuk State government.
If I can make an example: during our hearing in Honolulu last month, one gentleman from the Morltocks stood up and attacked the Status Commission and the current Chuuk Government for misusing funds and the lack of development in Chuuk and the Mortlocks, and urged all Mortlockese people to vote NO. That was his Freedom to Talk, but I thought he was being unfair to some of our Commissioners and state leaders today, who were never part of the Compact One financial management mishandling of fund and the lack of development.
So I asked him if he was not the former Mortlocks Congressional Project Coordinator during the Compact One, and how come there is also no development in the Morltocks until from the projects he used to hand out to Mortlockese. I think the blame for Chuuk’s mishandling of funds and lack of development TODAY is not just the present Commissioners fault, not just the present Chuuk State leaders’ fault. We should all please try to admit that.
I started working for Chuuk State this time from 2008. In 2007, Chuuks total Debts officially (but incompletely) for the Chuuk Financial Reform was $46 millions EVEN BEFORE THE COMMISSION CAME INTO BEING!! $9 millions of that $46 millions was from unpaid land purchase the previous state governments made to political supporters but for the state debts!
Crystal, with all these financial and economic development history, that is partly why I actually believe in Chuuk’s Secession from the FSM, because after the FSM Government officially estimated that Chuuk will have a fiscal deficit or shortfall of $21 million in 2023, when Compact financial assistance expires, I do not see where Chuuk can find $21 million if it remains with the FSM. But if it becomes separated and independent, it might have some chance of making new revenue sources on its own, like from the fishing license fees and foreign assistance. Of course, these are all assumptions, but also like the assumption that if Chuuk remains with the FSM, it will make better economic development with FSM help.
Believer me, even during the Leadership Conference in Pohnpei this month, some Pohnpei state lawyers whispered to me they are also waiting because if Chuuk is successful on Secession, Pohnpei will also move out because they want to seek their own economic development without anymore FSM controlling major decisions. So you see, for Chuuk to remain, in the FSM, there is not guarantee either that economic development will be assured for Chuuk and the others.

If you had an unofficial conversation with an official in the US embassy, then don’t make it seem official. That’s between you and that person. WE want to know the OFFICIAL facts before we vote either yes or no. That’s what I believe is bothering the citizens of Chuuk. I personally don’t care because I’ll still send U.S dollars and send food and clothes to my family back home regardless if we’ve successfully seceded from the F.S.M. However, please inform us of official business so that your word has credibility instead of these unofficial conversations because in politics, anything can happen. You’ll have support unofficially but could find yourself alone when it comes down to business. So if you want our votes because you truly believe Chuuk will be better off independent, then give us facts, not ideas.

If Chuuk do seceded from FSM it’s hard for me to believe that U.S will recognize Chuuk as a country and will want to negotiate terms or financial agreements.

You guys need to show some respect for mr.Sabino. He is our AG and he’s just presenting the plans that might help chuuk in the future compared to what’s been happening for years. You have to realize that they’ve inherited a big mess from previous politicians and are trying to find solutions. Or maybe just a wake up call for the FsM Gov. And the U.S that we’re capable and we do have every right. What they’re are trying to say is give credit where it’s due, not break it into 4 states. The majority of the money should go to chuuk because we make it happen.
